I move that Richland County discontinue its practice of demolishing private property in unincorporated areas of the County (where that property is not located on public roads) without the property owners' consent and opportunity to be heard by RCC. I further move that any and all such involuntary demolitions be conducted at County expense and not at the property owners' expense.
